In effort to develop the first traditional neighborhood development in the bedroom suburb of Pflugerville, LDS provided town planning services which help to create customized regulations for the planned unit development. Working with the Holford Group, LDS produced a regulating plan, in which a mixture of
neighborhood zones is illustrated. Each neighborhood zone includes a diverse collection of building types and uses. The Regulating Plan is intended to provide predictability in terms of its urban design quality, yet
allow for flexibility in adjusting for market demands. The plan allows for a variety of building types to be
integrated within close proximity, yet is designed to be compatible. The regulating also delineates the
neighborhood street network, a variety of parks, and other amenities. Regulations were developed with critical input from Pflugerville neighbors, city staff, and elected officials.
